Caroline Webster is an attorney with more than 25 years of experience in municipal law, election law, open government, ethics, compliance, and legislative analysis. She advises governmental entities and public officials on complex legal issues involving elections, campaign finance, governmental transparency, ethics, public governance, and intergovernmental cooperation
Prior to entering private practice, Caroline served as Assistant City Attorney V for the City of Austin and previously led the City’s Open Government, Ethics & Compliance Division. In those roles, she advised the Austin City Council, executive leadership, boards and commissions, and the City Ethics Review Commission on election law, campaign finance, ethics, the Texas Open Meetings Act, First Amendment matters, contracts, and interlocal agreements. She regularly drafted ordinances, resolutions, legal opinions, legislative analyses, and executive-session materials addressing significant municipal policy and governance issues.
Caroline has extensive experience with intergovernmental and interlocal cooperation agreements, helping public entities navigate complex relationships among municipalities, counties, special districts, and other governmental agencies. Her work has included advising on the legal framework governing collaborative public projects, shared services arrangements, governmental partnerships, and other agreements designed to improve operational efficiency and public service delivery.
Caroline also brings significant statewide election-law experience from her service with the Texas Secretary of State’s Elections Division. During nearly a decade with the agency, she advised election officials, candidates, governmental entities, and members of the public regarding Texas election law, open government requirements, and election administration. She drafted legal opinions, election advisories, administrative rules, legislative analyses, and agency guidance documents, while serving as a resource witness during legislative sessions.
Caroline is known for delivering practical, responsive legal counsel that helps clients address complex legal and governance challenges. Drawing on leadership experience at both the state and municipal levels, she provides strategic guidance tailored to the operational realities facing public-sector clients.
