Judith El Masri (Judy) joins Messer Fort having recently worked as attorney, and the Executive Vice President of the firm, Randle Law Office Ltd., LLP in Houston, Texas. Judy comes to Messer Fort with over thirty years of experience as a litigator and is admitted to practice in all the federal courts in Texas, and has litigated cases both for the private and public sector in all the counties surrounding Houston. Since 2016, Judy has focused on municipal law representing cities and municipal entities, including 12 cities as appointed city attorney, several economic development corporations, several counties, and an independent multi city fire department. Judy works closely with elected officials, police departments, city management, fire & EMS departments, and is very involved with all aspects of municipal government including human resources, land planning, code enforcement, contracts, procurement, finance and prosecution.
