Courtney's practice focuses primarily on providing a broad range of legal services to municipal governments. In her practice, Courtney has represented cities, both large and small, economic and community development corporations, school districts, and community colleges on a variety of legal matters, including:

  • Ordinance and contract drafting

  • Alcoholic beverage issues and elections
  • Charter review commissions
  • Right-of-way and easement acquisition

  • Negotiations with special districts
  • Constitutional issues, including speech, public forum and SOBs
  • Conflicts of interest and nepotism
  • Code enforcement
  • Regular assistance on police and fire matters
  • Trainings for officials and staff on a variety of issues
  • Drafting manuals for planning and zoning and boards and commissions
  • Assisted in the transition to a new code of ordinances publisher
  • Attendance at planning and zoning and city council meetings


  • Regular drafting of ordinances on a variety of legal issues facing general law and home rule municipalities
  • Assisted in the drafting and negotiations of multiple development agreements on behalf of the cities of Frisco and Wylie
  • Assisted in the negotiation and resolution of faulty construction
  • Assisted in the multiple local option elections and also a local option lawsuit
  • Regular assistance with open meetings questions and public information requests
  • Drafted all resolutions, letters, and various documents required by statute for the acquisition of property to complete multiple roadways in Frisco
  • Drafted "form" documents to assist cities in the expedited completion of projects
